China’s Ministry of Commerce said on Friday it will roll out pilot reforms from 2025 to 2027 to promote automobile consumption and circulation as part of efforts to stabilize domestic demand.
“We will align with the new trends in automobile circulation and consumption to encourage regions with suitable conditions to innovate reforms, pioneer initiatives, and accelerate the establishment of a unified, efficient, and green automobile circulation and consumption market,” the Ministry of Commerce said on Friday.
The reforms, announced in a joint statement with seven other departments, include measures to relax restrictions on car ownership, expand new energy vehicle (NEV) use, and improve the efficiency of the used car market.
The Ministry of Commerce said local governments are encouraged to implement region-specific measures in areas such as new car sales, used car transactions, and scrapped vehicle recycling.
“By 2027, we strive to foster a batch of innovative enterprises, develop integrated commercial, tourism, cultural, and sports projects, and establish replicable and scalable models to invigorate the automobile market and promote high-quality development.” the ministry said.
Pilot cities will be selected through a competitive application process, with the first round of applications closing on the last day of March. The statement said these cities would be responsible for carrying out the reforms and reporting on their progress.
The initiative includes proposals to ease restrictions on car ownership, encourage low-carbon vehicle use, and improve regulations for used car transactions. It also seeks to enhance recycling systems for scrapped vehicles and promote remanufacturing.
As reported by EV on Thursday, Beijing will double subsidies for residents trading in old vehicles for new energy vehicles (NEVs) as part of its 2025 trade-in program.
As reported earlier this week, China’s Ministry of Industry and Information Technology (MIIT) said it is preparing to draft guidelines promoting the battery swapping technology as part of a broader plan to sustain the growth of the NEV industry in the country.
At a press conference held by the State Council Information Office, Vice Minister Zhang Yunming said efforts would focus on advancing research and development in key technologies such as next-generation batteries.
In December, China recorded sales of 762,000 battery electric vehicles (BEV), representing 58.5% of total new energy vehicle (NEV) retail sales.
Overall, retail sales of passenger NEVs reached 1.302 million units for the month, marking the fifth consecutive month surpassing 1 million units and reflecting a 37.5% year-on-year increase.
